National Wine and Spirits (NWS) hired Public Sector Consultants to review the liquor distribution system that was established in 1997. This report outlines our research into the current liquor distribution system in Michigan, shows how prices are established throughout the system, details the state taxes and revenues that are generated by liquor, compares the Michigan distribution system to those of other states, and examines some of the problems in the current system.
