Michigan’s premier public policy firm expands education and community and economic development expertise with key talent

LANSING, Mich. — Public Sector Consultants (PSC) is pleased to announce that Brian Boggs and Tim Dempsey have joined the firm as vice presidents. Boggs and Dempsey will serve as executive staff leading the firm’s talent and economics practice with senior vice president Rachel Kuntzsch.

Boggs comes to PSC as an education expert and practitioner. In Michigan State University’s (MSU) College of Education, he served for nine years, most recently as the acting associate director of the Office of K–12 Outreach. Boggs also held positions on the faculties at MSU and the University of Michigan–Flint, teaching courses in policy evaluation, quantitative research and education law among others. Boggs has published articles on a variety of education topics, and served as a secondary school teacher and district administrator earlier in his career.

Boggs’ experience as an engaged citizen will be an asset for the firm, having served on the City Council of Durand, Michigan, since 2003 and mayor pro tem since 2013.

“PSC has a 40-year history of serving clients who are investing in Michigan’s future. The community we serve will benefit from Brian’s background in education policy coupled with his experience as an elected public servant,” said Kuntzsch.

Dempsey most recently served as deputy city manager and director of planning, building and development for the City of East Lansing, accountable for a variety of community and economic development programs. Prior to his 15 years with the City, he held community and economic development positions in Saginaw, Michigan, and Harrisburg, Pennsylvania. Dempsey currently serves on the board of the East Lansing Educational Foundation.

“Tim’s long and successful tenure supporting community and economic development has helped residents achieve greater prosperity and a higher quality of life. Leveraging that expertise at PSC means his impact can be scaled and accessible for everyone in our state,” Kuntzsch remarked. “Tim and Brian’s commitment to serving the public with their considerable skill will be invaluable as PSC and our partners develop and implement solutions to some of Michigan’s toughest problems.”
