Dave Wingard’s journey as a public health policy expert began when, as a social worker, he submitted a beautifully crafted grant application — that got rejected. He reached out for feedback, and was told that he wrote like a clinician, not a policy person. It was a lightbulb moment for him: instead of helping people individually or in small groups, he could work to help craft policies to benefit thousands or millions of people.

As a senior consultant for the health team at Public Sector Consultants, Dave conducts rigorous scientific investigations to support initiatives in social justice, equity, and inclusion to build our communities’ health and well‐​being. His expertise in quantitative research and program evaluation — as well as his background in interdisciplinary health sciences — support PSC priorities that include addressing health equity, racism, and poverty.

Before joining PSC, Dave’s multidisciplinary career took him from clinical work into research, human service leadership, and policy analysis. He maintains several external relationships with academic institutions, serving on nonprofit boards, and supporting research activity. His mix of clinical experience, nonprofit management, and research gives him unique insights on program evaluation and consulting.
