In April of 2011, The Skillman Foundation commissioned PSC to look at the financial crisis in Detroit Public Schools (DPS). The district has a current operating deficit of $331.4 million. For the past two years, the district has been operated by Robert Bobb, the state-appointed emergency financial manager. As his appointment comes to an end, the state must decide whether, and how, to intervene in the district.
The Skillman Foundation has asked PSC to consider what steps can be taken to improve the district’s finances. Our analysis, Detroit Public Schools: Options for the Future, looks at the state and federal laws that guide a local school district in financial crisis, and identifies short and long term solutions for Detroit Public Schools.
