From the first time Carmen heard the rumble of a racecar engine and realized that just a small turn of a screw on the carburetor could boost its performance, he knew he was going to spend the rest of his life tinkering to improve the things around him. His drive to understand how the components of any device work and diagnosing and solving breakdowns nurtures his methodical approach to problem solving. Carmen applies his patience and curiosity to dissect and simplify complicated public policy concepts and regulatory decisions.
As a senior consultant with Public Sector Consultants, Carmen brings his love for making sure things run smoothly to the energy and environment team. He conducts research and analysis, develops reports, and provides strategic counsel for the firm and its clients on issues related to local, state, and national energy policy and utility regulation.
Prior to joining PSC, Carmen spent more than a decade in public service, holding numerous roles within the Michigan Legislature. With the Michigan Senate, he honed his research and negotiation skills, guiding several policy and appropriations proposals through the legislative process and cultivating expertise in the policy and regulatory structures related to energy and technology.
