Jeff Guilfoyle, Senior Strategist

LANSING, Mich. — Public Sector Consultants (PSC) is pleased to announce the return of Jeff Guilfoyle as a senior strategist at the firm. A respected economist and policy expert, Guilfoyle rejoins PSC after serving as chief deputy treasurer for the Michigan Department of Treasury. He previously held the role of vice president at PSC from 2014 to 2019.

With over 20 years of experience shaping Michigan’s public policy, Guilfoyle brings deep expertise in economic analysis, tax and budget systems and K–12 education policy. He has a strong track record of helping clients translate complex issues into actionable policy solutions that improve outcomes for Michigan residents.

“Jeff’s combination of economic insight and policy acumen makes him an extraordinary asset to our team and to the clients we serve,” said Julie Metty Bennett, CEO at PSC. “He brings clarity to complexity — whether he’s explaining a state budget to lawmakers or breaking down the economic impact of early childhood investments.”

Guilfoyle’s previous work at PSC spans a wide range of issues, including analyzing the economic contributions of the University Research Corridor, developing recommendations to strengthen Michigan’s K-12 education system and quantifying the impact of the state’s oil and gas industry. He has held leadership positions in both the government and nonprofit sectors, including president of the Citizens Research Council of Michigan and director of the Office of Revenue and Tax Analysis in the Michigan Department of Treasury.

“Jeff has always been passionate about making Michigan a better place to live, work and do business,” said Rachel Kuntzsch, president at PSC. “His return couldn’t come at a better time as we help clients navigate urgent policy challenges — from education reform to long-term economic strategy.”

Known for making complex economic topics accessible to everyone from budget directors to community leaders, Guilfoyle is excited to rejoin PSC’s team of problem-solvers.

“I’m looking forward to working with PSC’s clients again and helping them create evidence-based solutions that make a real difference in people’s lives,” said Guilfoyle.
