LANSING, Mich.—Public Sector Consultants Inc., Michigan’s premier public policy research firm, announces today the addition of Jeff Guilfoyle to its staff as a vice president. Guilfoyle, formerly the president of the Citizens Research Council of Michigan, will specialize in school finance, tax policy, intergovernmental fiscal relations, and issues pertaining to Michigan’s economy and the state budget.
“We could not be more pleased to have Jeff join us at PSC,” said CEO Jeff Williams. “We have worked with him on numerous occasions to analyze and improve public policies in the state. His broad experience in Lansing and on such vital issues as early childhood education will prove invaluable to our clients.”
Prior to joining PSC, Guilfoyle was president of CRC, an independent, nonpartisan public policy research institution. In that role, he developed CRC’s research agenda and edited all of CRC’s research. He also frequently presented CRC’s research to a wide variety of audiences and stakeholders. Guilfoyle also served as the director of the Office of Revenue and Tax Analysis in the Michigan Department of Treasury, where his responsibilities included forecasting and tracking state tax receipts, estimating the impact of legislation on state tax revenues, and providing economic research support to the state treasurer. He also has particular expertise in early childhood issues, serving as a contributor to the Office of Great Start’s Great Start, Great Investment, Great Future: The Plan for Early Learning and Development in Michigan.
Guilfoyle has a BA in Economics from the University of Michigan and an MA and PhD in Economics from Michigan State University.
“Jeff exemplifies the skills we cultivate at PSC,” said President Peter Pratt. “He honed his analytical skills in public service via state government. He has been an independent eye on the efficacy of public policy through his tenure at CRC. And he has helped shape policy for the betterment of Michigan through his work on early childhood reform.”
“Having been an eyewitness to Jeff Guilfoyle’s work around the State Capitol in recent years, I see his decision to join us at PSC as a wonderful asset for the firm and our clients,” said Senior Vice President Julie Metty Bennett.
