LANSING, Mich. —Public Sector Consultants, an objective public policy consulting firm with a focus on research, evaluation and strategic planning, is expanding its expertise in the energy and environment practice. Joel Howrani Heeres joins PSC as director of climate and sustainability and Colin Seals comes on as director of energy.

Howrani Heeres comes to PSC from the City of Detroit, where most recently he led the new Office of Sustainability and developed the first Detroit sustainability strategic plan. At PSC, Howrani Heeres will use his extensive experience in project implementation and climate and sustainability planning to help organizations meaningfully advance sustainability and address the climate crisis head on with actionable solutions.

Seals most recently worked as the economic affairs officer for the U.S. Department of State, Embassy Ottawa (Canada). He served as the subject matter expert on energy, mining, innovation and health policy issues affecting the U.S.-Canada relationship. Prior to that, Seals held a similar role for the Embassy Santiago (Chile). Seals will draw on his vast understanding of mining and energy innovations to bring perspective to policy work that impacts Michigan’s natural resource and energy-intensive economies.
