2025 Wrapped: Big work, real impact

As a firm squarely in the messy middle between public policy research and real-world results, we spend most of our time submerged in the complexities of our clients’ work. However, this kind of self-diagnostic is what keeps us sharp and ensures we continue to deliver the strategic edge our partners have come to expect from PSC.

From our vantage point in early 2026, the cumulative impact is finally coming into focus. While 2025’s turbulence caused its share of unscripted pivots, the constant churn also forged unexpected partnerships that proved remarkably adept at translating research into the public good. Alongside our partners in state and local government, philanthropy, nonprofits, advocates and the community at large, we didn’t just navigate the year’s unpredictability; we used it to build durable outcomes for the communities we serve.

Michigan Overdose Prevention Coalition

Our insights

• The 2024 House bill advanced to the Senate to allow syringe service programs to legally operate statewide
• Building trust through shared values works and thoughtful, respectful communication has the power to shift perception

Our impact

• Supported coalition partners in aligning policy, public awareness, and public health outcomes through a digital campaign that reached 1.1 million views in under three months with a 98% completion rate
• Closed out our fifth year leading this statewide coalition and raising awareness around harm reduction and the impact of opioid overdoses in Michigan

Shaping the future of clean energy finance

Nationwide

Our insights

• Clean energy finance programs are at critical stages of growth and need ongoing support in the face of serious challenges to their success
• These programs drive economic growth, create jobs, and make energy upgrades more accessible and affordable for the people and institutions that power our communities

Our impact

• Continued national leadership as a green bank incubator and strategic advisor to advance equitable access to clean energy capital
• Supported nine green banks across the country in Colorado, Columbus (OH), Illinois, Indiana, Louisville (KY), Michigan, Minnesota, Utah and Washington state

Spark Grant Program

Council of Michigan Foundations

Our insights

• 29 communities served
• $25M in funding, with more than 95% of it already allocated to communities

Our impact

• Advanced equitable access to funding for public recreation projects with a focus on historically under-resourced communities
• Removed barriers to grant participation and delivered much needed technical assistance

Dam decisions and public engagement

Consumers Energy

Our insights

• Analyzed the economic contributions of 13 hydroelectric dams along five Michigan rivers over the course of three years
• Determined that $140 million is added to the state’s economy each year through dam-related recreational spending

Our impact

• Established a model for transparent utility–community collaboration by facilitating 70 public engagement meetings about complex, long-term infrastructure decisions
• Built understanding of dam safety, infrastructure, and environmental impacts

Regional Population Study

Lansing Economic Area Partnership

Our insights

• 61% growth in the senior population in Ingham County since 2010
• 13% decline in school age population in Ingham County since 2010

Our impact

• Identified long-term population trends shaping the region’s economic future.
• Centered residents’ perspectives on what they want in their communities backed by current population data.

MI Blueprint

The Autism Alliance of Michigan

Our insights

• Michigan’s special education system is underfunded, inequitable, and does not meet student needs
• Without enduring reform, students with disabilities will continue to fall behind in academic progress, social development, and in access to postsecondary opportunities

Our impact

• Engaged 1,000+ educators, families, and advocates across Michigan to design a new approach to funding special education
• Created Michigan’s roadmap for fair, needs-based special education funding

We specialize in the kind of data that survives a policy debate, centers community voices in policy design, and builds cross-sector partnerships that hold up under pressure. In 2025, the numbers mattered, but they’re ultimately just the scaffolding for what matters more. Together with people who care about their communities enough to roll up their sleeves and get to work, we built and influenced strong public policy for the betterment of everyone.
